E-invoicing

StatusNot established Limited evidence
ModelInstitutional procurement and invoice handling; general private-business scheme not established
EvidenceOfficial institutional procurement regulations; no universal e-invoicing programme established · checked 2026-10-17 · [1] [2]

Scope and timing

Vatican City requires an institutional description rather than a conventional domestic B2B mandate summary. Keep the Vatican City State, Holy See institutions, their contracting bodies and a supplier's home-country entity distinct. The retrieved official material does not establish a universal structured B2B/B2C invoice scheme or a national commencement calendar available to ordinary private businesses.

For supplies to an institution, obtain the actual contract, purchasing body and invoice-delivery instructions. A reference to an electronic invoice in procurement rules does not establish mandatory Italian SDI submission or automatic application of another jurisdiction's VAT system.

Invoice lifecycle and data

The 2025 procurement implementation regulation allocates receipt, completeness/correctness review and payment of invoices in specified centralized procedures, including making electronic invoices known to the beneficiary institution. This describes institutional responsibilities, not a common clearance schema or public API for all suppliers. Official procurement implementation regulation.

The State's legislation register separately collects procurement rules and amendments. Confirm which legal instrument governs the actual purchasing institution before reusing a Holy See or State procedure. Vatican City: general legislation register.

ERP implications

Store the exact contracting/beneficiary institution, supplier legal identity, purchase reference and agreed delivery format. Keep invoice delivery, procurement approval and treasury payment as separate outcomes. Preserve originals and supporting contract/acceptance evidence in the supplier's applicable records process.

Require any proposed connector to demonstrate the real recipient instruction and legal basis. Neither proximity to Italy nor the use of Italian language proves that Italian domestic e-invoicing rules apply to every Vatican recipient.

Sources and evidence limits

Checked 17 October 2026 through indexed official institutional sources. General private-company scope, structured format, invoice reporting, national tax identifiers and electronic retention obligations were not established. Limited evidence is intentional; it must not be converted into either a fabricated mandate or a blanket exemption.

Limitations: Institutional procurement evidence only; no universal private-business e-invoice regime established. Holy See, State and actual contracting body must remain distinct.
