Scope and timing
Russia's Federal Tax Service distinguishes electronic VAT invoices and universal transfer documents from ordinary paper or nonformalized accounting documents. Its explanation of the 1 January 2026 retirement of certain older electronic act/consignment formats explicitly says paper forms and permitted nonformalized electronic primary documents remain possible. Do not describe the change as a universal compulsory electronic invoice for every business. FTS: 2026 format clarification.
Mandatory electronic treatment exists for specified categories, including relevant traceable-goods invoice-receipt obligations identified on the official service page. B2G procurement, retail fiscal receipts and cross-border trade need their own assessment; a domestic electronic format does not settle a foreign counterparty's legal or technical eligibility.
Invoice lifecycle and data
FTS publishes electronic invoice, universal transfer document and corrective-document formats and points to electronic-document operators using qualified signature certificates. Its current material identifies the UPD framework under Order ED-7-26/970@ and the separate correction-document framework. FTS: electronic invoices and operator information.
The clarification identifies UPD 5.03 as the formalized combined transfer/invoice option. Preserve whether the document represents a VAT invoice, primary accounting evidence or both. A recipient's signature/processing action and a commercial payment decision should not be reduced to one status.
ERP implications
Map the exact document function, current format, operator route, signer and recipient identity. Keep original files, signatures, operator outcomes and correction relationships. Test older-document adjustments after the format transition without regenerating history under today's defaults.
For international projects, separately assess sanctions, permitted services, provider availability, certificate access and counterparty restrictions for the actual operator jurisdiction. Do not infer either universal permission or a universal ban from the availability of FTS documentation. A vendor claiming Russian EDI support must identify the specific current product and operator combination and demonstrate the covered scenario.
Sources and evidence limits
Checked 17 October 2026 through indexed official FTS sources. The 2026 clarification is explicit; exhaustive mandate categories, full production schemas, procurement interfaces, cancellation/retention rules and sanctions applicability were not fully reviewed. Electronic fiscal receipt reporting is not treated as the same process as operator-based B2B document exchange.
Limitations: FTS clarification explicitly preserves paper/nonformalized options; full mandatory categories and procurement detail not audited. Sanctions/provider access require party- and operator-specific review.
