How to connect CBAM imports to emissions evidence
Start with the imported goods and the responsible importer. A supplier sustainability statement, an invoice and a customs declaration each supply different information. Join them through an approved product scope, quantity, installation and emissions-method record before preparing a CBAM declaration.

This guide builds a recommended evidence process. It does not classify a real product or calculate a business's final certificate obligation. Use the CBAM import and emissions worksheet to assign the required decisions and retain their support.
Confirm scope and declarant status
Identify the actual customs product codes, importing entity, origin and customs procedure. Ask the customs and CBAM owners to determine whether the goods and movement are covered. Do not screen only on a broad description such as "contains steel." Retain the rule version and the decision for excluded goods too.
The definitive regime applies from 1 January 2026. The Commission describes the single mass-based threshold and authorized-declarant process. Its implementation reminder distinguishes the relevant 50-tonne treatment for listed material sectors from electricity and hydrogen. Do not apply a universal 50-tonne exemption to every CBAM product. Commission, definitive regime, Commission, scope reminder.
Check the current authorization conditions and the role of any indirect customs representative with the competent authority. Preserve the account/application evidence actually applicable to the import. An old application receipt or a broker's general account is not proof that the required current status covers this entity and transaction.
Monitor annual quantities across the affected importing population. A threshold decision made separately for each invoice can miss the effect of cumulative imports. Escalate approaching or crossed thresholds using the current rule's exact consequences; do not assume that only the final shipment matters.
Define the import-to-installation join
For every relevant declaration line, retain the importer, line identifier, date, product code, origin, net mass and other required units. Connect the line to the supplier and the production installation needed by the selected method. If several installations contribute to a shipment, preserve that allocation rather than assigning the whole lot to the easiest supplier record.
Procurement should ask suppliers for evidence in the official form and applicable methodology. The Commission supplies communication templates and sector examples, as well as material distinguishing actual from default values. Use the appropriate sector version and track missing or inconsistent data. Commission, CBAM communication resources.
A customs broker may know the product code and mass without having verified production-emissions information. A supplier may know the installation but not which customs lines your company declared. Make the join the importer's controlled responsibility, with named contributors.
Choose and document the emissions method
Record whether the calculation uses permitted actual or default information and why. Retain the relevant methodology version, reporting period, installation evidence, units and verification where required. The Commission explains that actual-value reporting requires verified emissions data from the producer; the existence of a supplier spreadsheet is not that verification. Commission, actual/default reporting resources.
Check the treatment of direct and indirect emissions for the selected goods. Do not automatically add purchased-electricity emissions to every sector or omit them because the customs line lacks an electricity field. Have the technical reviewer approve what the factor contains.
Keep any carbon price paid in the country of production, eligibility for its treatment and supporting documents as a separate decision. A supplier's commercial surcharge should not be entered as a recognized carbon price without the applicable evidence.
Work a synthetic quantity and emissions reconciliation
Assume an importer has two relevant shipments from the same approved installation and period: 20 tonnes and 40 tonnes. A separately approved emissions factor is 1.8 tonnes CO2e per tonne of goods. The quantities and factor are invented solely to illustrate the control, and the business has independently resolved scope and authorization.
The import population is 60 tonnes. The first shipment corresponds to 36 tonnes CO2e and the second to 72, giving 108 tonnes CO2e. The accounting system may record 60,000 kilograms, so the interface must divide by 1,000 before applying a factor stated per tonne.
Suppose the supplier file instead has evidence for only 55 tonnes. Do not scale its evidence silently to 60. The missing five tonnes need a resolved allocation, corrected supplier information or another permitted method approved by the CBAM owner. The current evidence set is incomplete even if a spreadsheet can multiply 60 by 1.8.
The 108 is a gross illustrative emissions result, not a final certificate count. Applicable adjustments, methodology, carbon-price treatment and other rules remain separate. To show a finance sensitivity only, an assumed EUR80 per gross tonne would produce EUR8,640. That invented sensitivity is not the published certificate price or an amount to accrue without an approved accounting policy.
Keep reporting and finance calendars separate
The Commission's current resources state that the first annual declaration and corresponding surrender for 2026 imports are due by 30 September 2027. Its definitive-regime page explains quarterly certificate pricing for 2026 and weekly pricing from 2027. Keep the import year, declaration, certificate activity and accounting estimate as separate dates and records. Commission, declaration resources, Commission, certificate pricing context.
Set internal supplier-data and review cutoffs earlier than the applicable external deadline. The CBAM owner approves the calendar, procurement obtains supplier evidence, customs confirms the population and finance owns any approved estimate and reconciliation.
Do not wait until the annual declaration to discover that an installation reference cannot be joined to the year's imports. Run the evidence reconciliation during the year and retain unresolved items with value, mass, owner and next action.
Recover errors and approve the file
If a factor arrives in kilograms CO2e per kilogram of product, confirm its dimensional meaning before conversion. A factor can have the same numerical value after conversion, while an import mass expressed in kilograms still requires conversion to tonnes. Record units explicitly rather than guessing from a column called "emissions."
For an amended customs declaration, preserve the original and revised goods population. Recompute affected emissions and any finance estimate using the approved method. If a previously submitted declaration is affected, the CBAM owner decides and performs the permitted correction.
- ☐ Scope, exclusions, thresholds and declarant status are evidenced.
- ☐ Import lines and annual quantities reconcile to customs records.
- ☐ Supplier, installation, period and units are traceable.
- ☐ Actual/default methodology and required verification are approved.
- ☐ Missing or conflicting evidence has a named resolution owner.
- ☐ Gross emissions are distinguished from certificates and accounting estimates.
- ☐ Filing, surrender and internal review dates use current official rules.
Continue with customs evidence for the import records and localization change management for rule and schema updates.
