Scope and timing
The State Tax Service's electronic qaimə-faktura guidance identifies electronic issuance for the described VAT-registered and Tax Code Article 218.1.2 populations from 1 April 2017, covering goods, works and services connected with business activity. Treat that historic explanation as a starting point for current taxpayer-scope review, not proof that its early categories exhaust the present law. State Tax Service: electronic qaimə-faktura.
B2B electronic tax documents, B2G purchasing requirements, B2C cash-register records and cross-border supplies need separate decisions. The verified page does not establish one universal recipient obligation or the current treatment of every foreign business. Avoid equating an electronic qaimə-faktura with an ordinary transport document solely because English translations use similar words.
Invoice lifecycle and data
Official guidance describes preparation through the Internet Tax Office using enhanced electronic-signature access, with an electronic qaimə subsystem. The authority's service catalogue separately lists receipt of electronic qaimə-faktura and other tax services. State Tax Service: electronic services.
Preserve the taxpayer's VÖEN, true issuer/recipient identities, document type, dates, line information and system references under the applicable schema. Agree the recipient action and correction procedure for the actual document instead of assuming that technical submission is commercial acceptance. Digital signing credentials and representation rights require their own administration.
ERP implications
Separate the commercial invoice, authority document and any shipment record in the transaction model, linking them through stable identifiers. Confirm the current available portal/integration route, issued-document version and signature requirements before selecting a connector. Do not infer an API merely from the existence of an online portal.
Reconcile issued and received documents to accounting, with explicit exceptions for rejected or unprocessed records. Test a normal business sale, an approved correction and a foreign-counterparty case. Keep retail fiscal receipts outside the B2B invoice population unless tax has confirmed the appropriate relationship.
Sources and evidence limits
Checked 17 October 2026 through indexed official guidance. Current consolidated scope, detailed schemas, acceptance/cancellation deadlines and electronic retention rules were not fully retrieved. The historic 2017 date is verified as a published authority statement; no additional 2026 rollout date is inferred.
Limitations: Historical 2017 scope statement not treated as exhaustive current law; technical and correction details partial.
