# Operate self-billing and buyer-issued invoices without duplicating purchases

Establish why the buyer issues a document before configuring a self-billing flag. A commercial agreement to prepare a supplier's invoice and a national requirement to create buyer-issued tax evidence can have different conditions and consequences.

Use the [buyer-issued invoice worksheet](#template) to approve the arrangement and reconcile each transaction. This guide recommends operating controls around two separate jurisdictional examples. It does not create permission to self-bill any supplier in any country.

## Establish the legal basis and population

Record the buyer, supplier, supplies covered, jurisdiction, effective period and applicable source. Determine whether issuance is permitted, contractually agreed or required for the specified transaction. Exclude other purchases until their treatment is separately approved.

UK VAT self-billing is a commercial arrangement requiring supplier agreement and compliance with the notice's conditions. HMRC does not require advance authorization to operate it. Its rules also address agreement content and supplier VAT-registration changes. [HMRC, VAT Notice 700/62](https://www.gov.uk/guidance/self-billing-notice-70062).

Malaysia's MyInvois documentation instead points to specified circumstances under section 8 of its Specific Guideline for buyer-issued self-billed e-invoices. The label does not authorize every ordinary purchase. [LHDN, self-billed invoice document type](https://sdk.myinvois.hasil.gov.my/types/self-billed-invoice/).

Keep these legal bases separate in the arrangement record. A UK agreement is not evidence that a Malaysian transaction qualifies, and a Malaysian buyer-issued evidence requirement does not establish a UK VAT self-billing agreement.

## Assign the parties and document roles

Identify the actual commercial supplier, buyer, legal document issuer, submitting party and payee. The buyer may perform an issuance role while the supplier remains the counterparty that earned the revenue. Do not create a fictitious sale by the buyer merely because its integration generates the document.

Procurement owns the agreement and supply facts. AP owns purchase matching and liability control. Tax approves eligibility, timing and tax treatment. Integration owns document generation and results. Treasury approves the beneficiary and settlement.

State which party prepares corrections and which approvals are required. Make the arrangement visible to AP users who receive ordinary supplier invoices. A supplier's invoice arriving by email must not bypass the agreed process and become a second payable.

## Maintain agreements and supplier changes

Where an agreement is required, retain the signed version, covered supplies, start and end dates and renewal owner. Record the supplier-registration evidence and the event that triggers reassessment. Do not treat a supplier master-data field as the agreement itself.

If the supplier reports a new VAT number, cessation, business transfer or another material change, send the facts to tax and procurement before issuing the next affected document. Determine the effective date and permitted continuation. Retain the previous arrangement for historical records.

Create a holding queue for uncertain eligibility. The underlying expense or accrual decision can still need accounting attention. AP should distinguish "cannot issue this document yet" from "no liability exists."

## Work a UK buyer-issued purchase

Consider a synthetic UK purchase covered by a valid, current self-billing arrangement. Assume the parties are appropriately VAT registered, the supply is standard rated at 20%, all tax conditions are satisfied and the tax owner has approved the correction procedure.

The buyer receives 1,000 units priced at GBP 2 net each. It prepares the agreed self-billed invoice for GBP 2,000 net plus GBP 400 VAT, giving GBP 2,400 gross. AP records one purchase liability and sends the required copy to the supplier through the agreed process.

The supplier also emails its own invoice for GBP 2,400. AP matches it to the same purchase and opens an arrangement exception. It does not post another GBP 2,400 liability. Procurement resolves why the ordinary invoice was sent and obtains the required correction or confirmation under the arrangement.

A quantity review later confirms that only 980 units were accepted. Under the example's approved adjustment route, reduce the purchase by 20 multiplied by GBP 2, or GBP 40 net, plus GBP 8 VAT. The gross adjustment is GBP 48.

The final purchase is GBP 1,960 net plus GBP 392 VAT, or GBP 2,352 gross. One purchase and its linked adjustment explain that result. A second full invoice for GBP 2,352 alongside an active GBP 2,400 original would need explicit treatment that neutralizes the original, not another unrestricted posting.

If the original was already paid, track the GBP 48 supplier credit, refund or authorized offset separately. A correction document does not establish that cash returned. Retain the adjustment's external and accounting results with the original case.

## Keep foreign supplier evidence in the Malaysian branch

Malaysia's Specific Guideline 4.9, dated 7 September 2026, preserves the foreign seller's commercial invoice alongside the Malaysian purchaser's self-billed e-invoice as expense evidence. Sections 10.4.8 and 10.4.9 set distinct issuance timing for imported goods and services. Apply those conditions and the required data to the approved scenario. [HASiL, Specific Guideline 4.9, sections 8 and 10.4](https://www.hasil.gov.my/wp-content/uploads/LHDN-Garis-Panduan-Spesifik-e-Invois.pdf).

For a synthetic in-scope service purchase of 10,000, assume no tax, withholding or currency complication in this control example. The supplier invoice and validated buyer-issued evidence both relate to the same 10,000 expense and payable. The integration attaches the self-billed external identifier to the existing purchase case.

Do not post another 10,000 expense merely because a second document now exists. Reconcile the supplier's commercial invoice, procurement evidence, buyer-issued record and one liability. Retain both documents because they serve different evidential purposes.

Have tax determine any real imported-service tax, withholding, foreign-exchange and deduction requirements separately. Successful MyInvois validation cannot resolve those questions by itself.

## Handle failures and late changes

If the buyer-issued document fails validation, preserve the rejection and repair the permitted data. AP keeps the commercial liability and document exception visible. Avoid creating another source purchase while generating a new technical attempt.

If the wrong supplier or buyer was used, establish the permitted correction mechanism before editing the record. Preserve the original and references. A change to the ERP counterparty must not disguise a different legal document in the external service.

Reconcile the eligible purchase population to issued buyer documents and external outcomes. Include eligible purchases without documents and issued documents without a matching purchase. Assign missing cases to AP and tax with the applicable deadline.

## Approve the arrangement and close the transaction

- ☐ Eligibility has a current jurisdiction-specific basis and defined population.
- ☐ Required agreements and registration facts are retained and maintained.
- ☐ Commercial supplier, issuer, submitting party and payee remain distinguishable.
- ☐ Ordinary and buyer-issued documents cannot create duplicate purchases.
- ☐ Quantity and value corrections preserve the original chain.
- ☐ Validation, tax treatment and settlement each have separate evidence.
- ☐ Unissued and rejected cases have owners and due dates.

Synthetic UK check: 1,000 units at GBP 2 produces GBP 2,000 net, 400 VAT and 2,400 gross. A 20-unit adjustment reduces this by GBP 40 net and eight VAT. Final value is GBP 1,960 net plus 392 VAT, or 2,352 gross. The supplier's duplicate ordinary invoice does not create another liability.

Synthetic Malaysia check: supplier evidence and buyer-issued evidence for one 10,000 purchase support one 10,000 expense and payable under the example's no-tax assumptions.

- ☐ Eligibility covers this transaction and period.
- ☐ Required agreements and supplier changes have review evidence.
- ☐ Document roles do not create a fictitious buyer sale.
- ☐ Ordinary and buyer-issued records cannot double the expense.
- ☐ Rejected or unissued cases retain owners and deadlines.
- ☐ Tax and settlement decisions remain separately evidenced.
